An Analysis on the Determinants of Police Sector Payments in Korea

This paper examines an analysis on the determinants of police sector payments in korea. The major concern of this paper is the factors on affecting police sector payments. The purpose of this study is to analyse the political, economic, secure and social․ethical, civil factors of affecting police sector payments(1975-2006). The unit of analysis is the national police agency. This study was analysed multiple regression analysis with annual data on police budget for the 32-year period, FY1975 through FY2006. Theoretical background of this study is based on policy output studies, the political business cycle. The factors of policy output may be divided into political, economic, secure, social ․ ethical, private factors. The factors which affecting police sector payments are as follow. These studies use increasing rate as the dependent variable and include the following various factors as the independent variables. we use political constraints(the election year, the difference of the republic country), the economic constraints(gross national product, central government finance revenue), secure constraints(the total numbers of crime occurrence, the total numbers of traffic accident), social․ethical constraints(the price of consumer), private constraints(the level of private salary). According to the above factors of police sector payments, The elective year in contrast to the year before the election influence the police sector payments in korea. Consequently, it partly indicates that there is the political business cycle in Korea. In addition, in the context of the relative importance of socil․ethical and private wage variariables in policy output study, this study found that the contemporary election year, the republic of Kim Young Sam the consumer price rate, employee wage such as in contrast to the election pre-year, the republic of Others, the total numbers of crime occurrence.
