Analysis of the Causal Relationships between Government Competitiveness and National Competitiveness Using Path Model

This article aims to develop a model for analysing the causal relationships between government competitiveness and national competitiveness using path model, and to put forward policy implications for the countries which attempt to enhance their competitiveness at a national level. The specific role of government competitiveness in national competitiveness has not been identified-what are the circumstances that determine which countries have relatively high competitiveness rankings in the global context? For this purpose the article employs the competitiveness scores published by IMD and analyzes the causal relationships between the two. The findings show that some components of government competitiveness, including corruption, anti-enterprise environment and ineffective policy implementation, could seriously erode the country s national competitiveness. Drawing on the research findings, the author argues that recent policy measures associated with strengthening government competitiveness in Korea have largely underestimated the problems connected to corruption, anti-enterprise environment and policy implementation. The author also points out that more feasible and practical policies to enhance government competitiveness should be introduced in the next Government.
