Since July 1, 2006, Jeju area has newly started as Jeju Special Self-Governing Province and this made it possible for Jeju to have more self-determination than any other local autonomous entity. Being a Special Self-Government Province promotes Jeju to realize its own local self-government, furthermore, it also make it possible for Jeju to be a Free International City a vision of Jeju who are leading the decentralization of our country. In order for Jeju self-governing province to achieve good results, above all things, it definitely needs abilities of public officials. In order to improve abilities of public officials, we may take measures like expertise and training, however, in this knowledge and information-oriented society, social capital defined as an intangible asset, a source of producing competitive power of an organization can create more value. Therefore, this study analyzed the impact of social capital in public organizations on organizational effectiveness by means of theoretical discussion. First, the analysis of the relationship between population and social conditions and social capital showed that one s place of work is related to trust, an educational background is related to social norms and finally, one s position in work place and one s place of work are related to network. Second, the analysis of the impact of social capital on organizational effectiveness showed that all the elements of social capital have effects on organizational effectiveness, and the impacts are reflected on those in order of organizational commitment, organizational citizenship behavior and job satisfaction.
