A Study of Development of External Knowledge Creation Model on Knowledge Government- The Absorptive Capacity Approach -

This research aims at identifying the resource of external knowledge so that knowledge government can effectively acquire, assimilate, integrate, and utilize knowledge based on absorptive capacity. It also aims at developing the concept model of external knowledge creation model on knowledge government as a system for introducing, managing, and utilizing external knowledge and the factors needed for establishing and managing effective knowledge government. The purpose of this research is to help knowledge government creates new knowledge by combining internal and external knowledge properly. This research suggests following seven factors that knowledge government should have to create new knowledge and to acquire external knowledge as critical factors of knowledge government.
