A Study of Function Allocation & Strengthening Cooperation between Central Government and Local Government for Rationalization of U-Regional Informatization

This paper presents function allocation and cooperation between central government and local government for rationalization of u-regional informatization. There are lack of laws and institutions for u-regional informatization. There is also overlapping investment and is a difficulty in securing interoperability. It is not clear what u-regional informatization is. we found that user centered u-regional information services were provided insufficiently. Plans of function allocation between central government and local government rely on characteristics of common-based IT and service, u-based service need, and upbringing and facilitating u-regional informatization. A plan of strengthening cooperation between central government and local government is to give an order for u-regional informatization projects with the collaboration of central government and local government.
