As far as handicapped child problems are concerned, early intervention for ha ndicapped children as well as utilization of woman human resources mostly in c harge of the child education are needed. In addition, the support and intervention of the government is also necessary for overcoming the failures of the distorted educational system for handicapped children. On the basis of this theme, this pa per is intended to do research on the improvements of the support policy of the government for congenital or acquired handicapped children. For this purpose, the author first examined the necessity of the educational ideas for handicapped children and early intervention of the government through literature studies. This paper suggests improvement policies in a moral perspective along with content analysis of support policy of handicapped children through the current statistics, regulations, and policy plans. At present, financial supports and free education are provided for the handicapped education in Korea and additional supports both for personnel expenses and facilities of the handicapped child education are practised. Therefore, free education for the handicapped should be practised with the financial expansion for the handicapped child education by the government. In addition, the national support for the educational facilities for the handicapped children should be strengthened and it is recommended to establish a stable social system to support the handicapped child education and a family support system. Still, it is recommended to find handicapped children and to establish a medical support system.
