The purpose of this paper is to analyze the recognition of innovation obstacle factors and present the developmental alternatives for a local public service employee. To achieve this goal, I will derive the innovation obstacle factors for the process of innovation propulsion on the local government and analyze the recognition of local public service employee on the developmental alternatives of this problem. As the result of these analyses are as follows: cultural factors, structural problems, technical problems and process problems are more important than coercion factors, utility problems. Especially, cultural and behavior innovation of a local public service employee and the innovation effort and practice of the high-ranking officials and middle-ranking officials are more important.
