Conflicts in national projects and metropolitan administration procedures involve many issues such as decreasing reliability of administration, increasing cost due to postponed schedule, and disrupted local community. In this paper, analysed two conflict cases, Okjeong Lake and 35th Division cases. Okjeong Lake case, one of two actual cases exemplified in this study, belongs to cases of conflict settled amicably through moderate mediation of the 3rd party. But the 35th Division case is a good example where any enmity sustains between both parties concerned and any one party takes legal proceedings against the other party, so that such conflict still remains between them and ends up with failure in any mediation. In order to effectively manage increasing conflicts these days, First, it is important to take preventive measures for managing conflicts between parties concerned. Second, it is also necessary to share two-way communications among conflicting parties, while the 3rd party should play a positive role in conflict resolution. Third, in the mediation of conflicts, it is necessary to arbitrate conflicting interests between both parties, rather than to highlight their different standpoints. Finally, it is also important to mediation conflicting interests between both parties in accordance with objective criteria.
