A Study on the Development of Evaluation Variables and Indicators for the Local Government Unification Policy in Korea

The change of IT and communication technology demands on local government s restructuring in Korea. With the changing situation, local government system is on the process of the changes and debates. On restructuring process, there are many problems and conflicts to solve. This study focused on what we are to consider for the effective implementation in the local government unification policy. Finally, this study suggests that three conditions have to be evaluated for local government unification policy. The first condition is geographic homogeneity. That is possibility of environmental, historical, cultural homogeneity between two communities are to be considered. First condition is geographic and spatial perspective. Second condition is synergic effects of administration. Efficiency and effectiveness as a result of unification policy have to be considered. That is the administrative perspective. Third, citizen s participation and interest coordination among political elite groups are to be evaluated. If unification policy demages the democratic values, citizens would not want to do. So. this study concludes geographical, administrative, political perspectives are the main variables for the effective unification policy of local government unification.
