Local governments over the recent decade have been driving public sector reforms, especially rganizatioal diagnosis. Based on the belief that organizatioal diagnosis and administrative reform cannot succeed without sufficient support and cooperation of bureaucrats, this study analyzed the direction of organizational diagnosis. Organizatioal downsizing may interfere with an organization s innovation. This study focused on the organizational downsizing in local government, especially S-city, Chungnam province. The study suggested the direction and problems of the reform, downsizing of division by way of investigating how much the organizatioal diagnosis and reform might be accepted among bureaucrats. 312 public officials, assemblymen, repoters, professors et.al. were surveyed. They were asked to answer the questions regarding the diagnosis direction as a whole as well as several individual reform programs. In addition to survey, AHP(Analytical Hierarchy Process) technique was applied.
