Main purpose of this article is to make comparative study of the personnel management systems of quasi-governmental agencies and to provide the policy implications in Korea. As a result, this study suggests the positive personnel management approach that provide personnel discretion with the executive leader. Suggested countermeasures to improve the above problems are as follows. First, standardizing the personnel management systems; second, setting up the overall operating organization; third, establishing a principle of public recruitment and invitation system; fourth, introducing of the judgement system by the third parties.
