A Comparative Study on the New Basic Act on Government Performance Evaluation

The purpose of this study is to identify the main points of a new law on evaluating government performance and, by comparing it with like-systems in effect in three Western nations and Japan, provide insight into how the new system will function institutionally. The new government evaluation system is expected to bring about a number of effects, including greater integration and coordination of the Prime Minister s Office, greater transparency and accountability through increased public participation in the Policy Evaluation Committee, and increased correlation with the budget and mid-term plans through performance coordination. The government performance management system also calls for greater self-evaluation functions of each respective ministry, closer oversight of the National Assembly, and strengthening of a response or feedback system. Korea s evaluation system is akin to the integrated coordination evaluation system in use in Europe, but Korea s system contains features related to the budget as are those in UK and US. The primary factors selected for the study includes leadership of the President or Prime Minister, level of institutionalization in operating the performance management system, its transparency and accountability, and how frequently it is used in the National Assembly, including the feedback or response system. From those findings, we analyze Korea s government evaluation system and those of other nations. It is expected that Korea s new system will be found to correspond most with the US system, which is seen as the most stringent system among those in use in the UK, France, and Japan.
