A Plan and Improvement of Cooperation for Chungcheong Local Government

The major purpose of this study is to detect the effective way of implementing the cooperative projects among local governments by analyzing the situation and cases of success and failure in Chungchungnam-do. This paper examines the meaning and necessity of cooperation, cooperation theory, and cooperation system among local governments. The results of this study are as follows. First, to make the cooperative circumstance local governments should recognize the necessity of cooperation, make cooperation chart, and propose the cooperative way of comparative advantage industry and information of cooperative projects. Second, to develop the method of cooperation, needed are stepwise strategies of performing projects, to expand the way of cooperation by citizenship, to enhance the participation of various institutions. It also requires to secure the continuity and specialty of cooperative projects and to establish the evaluation system of those projects. Third, to activate the cooperative system it is needed making the cooperative fund and the special local governments.
