The Korean social welfare service delivery systems are separated between the Ministry of Health and Welfare and the Ministry of Government Affairs and Home Affairs and they are running out of hands. But recently problems of an aging society and low fertility rate are issuing. Needs of people s social welfare is getting higher. So the government is trying to improve social welfare service delivery systems, but evaluations are separated between positive and negative. This study has following purposes. First of all, this study is to improve the Korean social welfare service delivery systems through satisfying needs of people and strengthening efficiency. Lastly, this study is comparing cases of Korea, the United Kingdom, and Japan s organizations, personnels, and systems and systemize between differences and commons to derive implications.
