최근 인권을 중요시하는 미국의 외교적인 목소리는 커지고 있다. ‘미국적 가치의 확산’ 즉 미국식 민주주의와 자본주의의 확산이라는 미국 외교정책의 목표 수행이라는 차원에서 인권외교는 미국 외교정책의 중심축으로 자리잡을 가능성이 있다. 이는 최근 국제사회에서 부각되고 있는 ‘뉴 인터내셔날리즘(new internationalism)’과 인간안보(human security) 논의와 일맥상통한다. 그러나 미국 인권외교의 전략적인 선택과 그 강도는 미국 대통령의 통치 스타일과 그 대상국에 따라 다르게 적용되어져 왔으며, 미국외교에 있어 인권문제가 최우선의 자리에 오기까지에는 아직 많은 시간이 요구되어지며, 아직은 부차적일 수밖에 없음을 보여주고 있는 것이다.

American human rights diplomacy is based on the concepts of new internationalism’ and human security. The contents and strengths of the U.S. human rights foreign policy have depended on its presidential leadership and counterparts. The U.S. has utilized human rights issues as an instrument in pursuing its national interests.
