Globalization and Foreign Economic Policy

세계화 현상은 비교정치경제 혹은 국제정치경제의 학문분야에서 국가의 역할과 각 국가들의 경제정책 수렴화 경향에 관하여 논란을 일으키고 있다. 세계화에 의한 시장기제의 강화를 통하여 국가의 역할이 약화될 것이라는 주장이 있다. 반면에 사회안정유지, 정치적 지지확보, 공공재 제공, ‘아이디어’ 보호 등의 측면에서 볼 때 국가의 역할은 지속될 것이라는 주장도 있다. 또한 세계화의 심화로 야기되는 시장압력의 강화로 인해서 국가의 경제정책 독립성이 상실되고, 국가들의 경제정책이 서로 수렴화되는 현상을 보일 것이라는 주장이 있다. 반면에 국가들이 오히려 그들의 독립성을 강화․유지하려는 노력을 보이고, 세계화에 대응방식이 상이하게 나타날 것이기에 경제정책 수렴화는 발생하지 않을 것이라는 주장도 있다. 이 논문은 어떤 상황 속에서 수렴화 현상이 발생하고, 또 어떤 조건들이 독립성을 유지하게 하는가를 이론적․경험적으로 분석하고 있다. 이 논문은 국제레짐이 존재하는 경우, 인식론적 합의가 존재하는 경우, 그리고 시장압력이 큰 경우에는 국가들의 경제정책이 수렴화 현상을 보일 것이지만, 그렇지 않은 경우들에 있어서는 국가들이 경제정책의 독립성을 유지할 것이라는 것을 주장하고 있다.

Globalization has raised academic debates on the proper role of the state and policy convergence of economic policies of the states. There is an argument that strengthening market pressures weaken the role of the state at the age of globalization. Meanwhile, there is also an argument that the role of the state is strengthened in areas such as maintenance of social stability, securing political supports, provision of public goods, and protection of ideas and intellectual property rights. The other debate is on policy convergence. There is an argument that independence of the state in making economic policies would be lost because of increasing market pressures and that economic policies of states would converge each other. Meanwhile, there is also an argument that in the face of globalization, states will make efforts to maintain their policy autonomy and that therefore contents and directions of economic policies of states would not converge each other. This paper empirically and theoretically investigates under which conditions economic policies of state converge. This paper argues that when there exists an international regime, when there exists epistemic consensus, or when market pressures are very high, economic policies of states will converge other. Otherwise, states will maintain their policy autonomy and independence.
