부산․진해 경제자유구역의 발전방안에 대한 고찰

A Study on Development Project of Busan․Jinhae Economic Free Zone

본 논문은 참여정부의 주요 사업인 경제자유구역의 발전방안, 특히 부산 진해 경제자유구역의 발전방안에 대해 비판적 제안을 하는데 그 목적이 있다. 참여정부 핵심국정과제인 동북아 경제중심 전략을 구현하는데 효율적이고 올바른 경제자유구역의 발전방안에 대해 지금까지 제기된 여러 가능성에 대해 부산․진해 경제자유구역의 입지적 여건과 관련한 실현가능성, 경제적 파급효과를 중심으로 평가를 시도하였다. 부산․진해경제자유구역의 입지적 여건을 고려한 가장 실현 가능한, 아울러 경제적 파급효과가 가장 큰 발전방안은‘동북아 해상물류 중심 항 개발’과 동남권 기계 산업과 연계한 ‘글로벌 기계부품소재 클러스터 구축’이라는 결론에 이른다.

The thesis is to suggest critically the effective development project of free economic zone, the main policy target of the current administration, especially that of Busan-Jinhae Free Economic Zone. It tries to evaluate the possible ways of development of free economic zone suggested so far by the administration and various researchers on the basis of both its successful fulfillment of the project related to location advantage and its economic spill-over effect. The discussion of the thesis leads to a conclusion that the most suitable way of development of the Busan-Jinhae Free Economic Zone is the establishment of the cluster of global mechanical parts and material as well as the development of logistics hub seaport of the North-East Asia,
