인도 선거제도의 정치적 효과

The Political Consequences of Electoral System in India

본 논문은 인도 선거제도의 정치적 효과를 살펴보는데 목적을 두었다. 이를 위하여 우선 사회균열이 심대한 인도가 비례대표제가 아닌 단순다수대표제를 채택하게 되는 배경과 운용 양태 등에 대해서 살펴보았다. 그리고 인도의 선거정치가 실질적으로 어떠한 정치적 효과를 거두고 있는지를 경험적으로 검증하였다. 인도선거의 왜곡효과와 비례성은 보너스율과 이득비 그리고 루스모어－핸비의 D지수를 이용하여 분석하였다. 단순다수대표제는 안정된 양당제도를 출현시키기 위해서 고안된 제도이지만, 다수정당이 존재하는 상황에서는 대정당이 득표율에 비해 많은 의석을 차지하게 됨으로써, 대정당이 집권하는데 유리하게 작용하는 제도이다. 인도에서도 단순다수대표제는 각 정당의 득표율과 의석점유율에서 상당한 편차를 드러내어 인도 독립의 공로자로서 국민들의 신임을 받고 있던 회의당에게 이롭게 작용하였다. 회의당은 선거제도가 바뀌거나 또는 야당들이 연합하여 대항하지 않는 한 지속적으로 정권을 유지할 수 있는 유리한 기회를 획득한 것이었다. 반면 회의당이 얻은 만큼의 피해는 군소정당들에게 돌아갔던 것이다. 회의당의 우위는 유권자들이 만들어 낸 과반수를 통해서가 아닌 선거제도의 왜곡효과로 제조된 과반수 현상의 대표적 사례였다. 1989년 이후 인도 선거에서 비례성이 증가하면서 정당체계는 다당화 되어 가고 있다. 또한 지역주의가 형성된 가운데 단순다수대표제가 선거에서 지역정당에게 유리하게 작용하고 있다. 실제로 군소정당들은 연고 지역에서 상당한 의석을 확보하게 되었고, 이를 기반으로 과거와는 달리 중앙정치에도 상당한 영향력을 행사하게 되었다.

This article purports to analyse the operation and the political consequences of the electoral system in India, especially the degree of disproportionality, their effects on party system, the degree of multipartism and the tendency to generate majority victories. The mechanical effects of the electoral system are examined by measuring bonus ratio, advantage ratio, and Loosemore-Hanby index in terms of the disproportionality. In India representational disproportionality almost always works in favour of the winning party, though its extent varies from time to time. Therefore, from 1952 to 1984 it consistently advantaged the Indian National Congress, which led the nationalist movement and took power after Independence. However, from 1989 elections the representational inequity of the electoral system has turned against the Indian National Congress. The percentage of seats occupied by other national parties and regional parties in the Lok Sabha has increased since 1989. Especially, regional parties have led to the disproportionality of electoral outcomes and the operation of national governing coalitions.
