중국의 인권과 종교, 그리고 ‘파룬궁’ (法輪功) 탄압

Human Rights, Religion and Repression against Falun Gong in China

이 연구는 중국의 ‘파룬궁’(法輪功) 탄압과 관련된 종교적 인권 상황을 보편적 인권과 중국 특색의 인권 개념을 통해 살펴보고, 중국이 처해 있는 인권 실태를 국내정치의 역학관계 속에서 고찰하는데 주요 목적이 있다. 현실적으로 종교는 인간의 추구해야 할 보편적 기본권임에도 불구하고, 국가통치와 관련하여 정치체제가 지니는 기본 속성 및 성격에 의해 다양한 시각 차이를 표출하고 있다. 연구 결과, 경제적 자유화에도 불구하고 정치적으로 사회주의체제를 고수하고 있는 중국의 입장에서 종교적 자유는 이른바 ‘5대 종교’ 에 대한 신앙의 자유가 보장되어 있음에도 불구하고 아직도 지속적인 통제의 대상으로 간주되고 있다. 특히 파룬궁은 신흥종교로서 국가나 집단보다는 개인의 자유를 강조하고, 국가에 반하는 사회집단의 정치화를 촉진시키며, 정부에 대한 조직적 저항을 불러일으킨다는 측면에서 중국 정부로부터 사교(邪敎)로 규정됨으로써 종교적 금지와 탄압을 받아 왔다. 현실적으로 중국의 종교적 인권 상황은 경제적 자유화와 더불어 점진적인 개선이 이루어지고 있으나, 정치적인 차원에서는 아직도 신앙의 자유가 온전하게 보장되지 못하고 있는 상태인 것이다.

The purpose of this study is to explore the current status of human rights related to the repression of Falun Gong through the universality of human rights and that of which is specific to China, and to examine the current condition of human rights in China in correlation to the dynamics of domestic politics in China. Even though, religion is generally accepted as basic rights of a human being realistically, there arise various views on religion depending on basic properties and characteristics which comes from political structure and regime. As a result of this study, freedom of religion is still a target of continuous repression even though freedom of so called ‘Five Major Religion’ is rendered in China where socialism is upheld politically, even when it turned to economic liberalization. Especially, Falun Gong, a new religion, which emphasizes on individual freedom rather than unity of a nation or a state, and facilitates the politicalization of social groups that opposes the socialist regime, which in turn brings resistance to government systematically, was stigmatized as a heretical religion and received prohibition and repression. Even though it is true that there is a progressive improvement in the status of human rights in China, freedom of faith is not wholly guaranteed from the view of religious aspect.
