일본 지자체의 참여 민주주의 실현

Realization of the Participatory Democracy in Local City

본 논문에서는 유후인 마을 만들기 과정을 일본 지자체의 참여 민주주의의 모델 사례로서 주민들의 지역정치에의 참여 과정을 8단계로 나누어 고찰했다. 유후인의 참여민주주의는 8단계의 초기에는 관민협조적인 성격을 띠었으나, 1980년대 이후에는 유후인의 상공회와 관광협회를 중심으로 민이 관에게 적극적으로 정책을 제언하고 조례를 형성해가는 수평적 관계까지 나아갔다. 따라서 유후인의 관민협조론은 관·민간에 파트너 십을 형성하여 혼합복지사회를 형성해나가는 긍정적 측면이 있으며, 장기적으로는 유후인의 일반 시민들도 자신들의 손으로 자신들의 문제를 해결해 나갈 수 있다는 자긍심이 육성되었고, 이들의 적극적 견해 표명으로 인해 자치단체의 행정가들이 관료우위적 입장에 서는 것이 아니라, 최대한 시민들의 견해와 이익을 대변하는 지원세력으로 입장이 변화되고 있다. 따라서 관민 양자간의 호혜적 규범의 형성에도 기여하는 사회자본으로서의 기능도 보여준다. 결과적으로 일본 시민활동의 참가민주주의 발전수준에 따라 ‘태동기’, ‘이륙기’, ‘전개기’의 3단계로 나눈다면, 유후인은 3단계에 도달하고 있다. 그러나 유후인 시민들의 문제의식은 여전히 ‘우리 지역’에 머물러 있다. 유후인이 글로벌한 주민자치, 참가형 민주주의 모델이 되기 위해서는 중앙정부의 정책에 대한 적극적인 관심과 국제사회의 이슈에 대해 관심을 확장해야 하는 과제에 직면해야 한다.

Yuhuin, a small hot spring city in Japan’s Kyushu region, is famous for being created through a participatory democracy system. This paper deals with all of the eight steps in creating the city of Yuhuin. The participatory democracy of Yuhuin has government and people cooperative characteristics. Furthermore, after the 1980s, business and tourism associations strongly drove a lot of policies with the local government and helped form local regulations, to accomplish an equal relationship with local government officials. Therefore, the participatory democracy of Yuhuin is changing from a government and people cooperative level to a multi-welfare society level, and from an officials and individual cooperative level to a social capital formation level. Yuhuin’s civic activities have entered the final developmental stage of a participatory democracy. On the other hand, the concerns of Yuhuin’s people have been concentrated only on self interest in their region and city. The successful model of Yuhuin still needs to achieve the goals of enlarging its concerns toward international and central government issues in order to become a global participatory democracy success model.
