A Study on Korean Adoptees from Korean Diaspora Viewpoint

1953년 전쟁고아와 혼혈아의 입양으로 시작된 한국의 해외입양은 1980년대 한 때 세계 1위를 나타내기도 하였다. 2000년대에 들어서도 한국은 연간 2천여 명의 아동들을 해외입양 하고 있으며, 중국 러시아 과테말라에 이어서 세계 4위의 아동수출국의 불명예를 얻고 있다. 저발전과 과잉인구, 인권적 차별, 복지제도의 미비 등이 요인이 되어 행해지고 있는 해외입양은 비극적인 한인디아스포라 역사와 그 궤를 같이 한다. 한국전쟁 직후의 상황과 달리 이제 한국은 결코 가난하지도 않고, 출생률도 낮으며, 교육수준도 매우 높음에도 불구하고 여전히 해외입양이 이루어지고 있다. 이제 이러한 현상은 개선되거나, 나아가 폐지되어야 한다. 그러기 위해서는 먼저 사회적 편견을 극복하면서 아이를 양육할 수 있는 미혼모에 대한 국가적 사회적 지원이 이루어져야 한다. 더불어 가족해체가 일어나지 않도록 사회복지제도가 보완되고, 미혼모와 그 아동에 대한 사회적 편견과 차별을 극복할 수 있는 환경이 조성되어야 할 것이다. 다음으로 해외입양된 한인들이 간절히 요구하고 있는 뿌리찾기 운동에 대한 지원이 필요하다. 정부와 민간단체들의 다양하고 활발한 활동을 기대한다. 끝으로 입양기관과 입양가정, 그리고 입양아들에 대한 사후관리가 필요하다. 이를 통해서 해외입양된 한인들의 정체성 형성에 긍정적 역할을 하게 될 것이다. 은폐해 온 해외입양의 역사를 솔직히 인정하고 반성하는 기초 위에서 해외입양 한인들을 재외동포의 한 부분으로 정당하게 받아들이는 것이 시급히 요청된다. 왜냐하면 해외입양 한인이 오히려 OECD 국가 가운데 유일하게 해외입양을 하고 있는, 고아가 된 모국을 위로하고 있는 역설적 상황이 부끄럽기 때문이다.

We have more than 50 years of experience in overseas adoption from the 1950 s. Korea has reached the global top position of overseas adoption in 1980 s, today becoming the fourth-largest adopted child exporter in the world. Insufficient government support, incompletion of the social welfare system, redundant population, right discrimination are the primary reason：Koreans send their children overseas for adoption. Overseas Korean adoption have the same way as the tragic history of Korean Diaspora. Now overseas adoption should be abolished. We are no longer poor but rich. But we are the only country among those countries with more than $100,000 in national per capita income to send their children overseas for adoption. We must put an end to overseas adoption and establish policy measures to encourage domestic adoption. We urgently need to take measures for unmarried mothers if the country wants to avoid being called child exporting country. With these we must overcome a prejudiced view to single moms and their children, and make up for the insufficient social welfare system. And we support Korean adult adoptee s search for their birth parents(search for their roots). To speak honestly, we admit the suppressed history of overseas adoption and accept Korean adoptee as a part of Overseas Korean because Korean adoptees comfort an Orphaned Nation, mother country.
