18대 국회 초선의원과 17대 국회 초선의원의 비교연구

A Comparative Study on Freshmen in the 17th and the 18th National Assembly

본 연구는 18대 초선의원들의 사회·경제적 배경과 이념을 17대 초선 국회의원들의 사회·경제적 배경과 이념에 비교해봄으로써 18대 국회의 특징을 분석해보는 것을 목적으로 한다. 17대 국회는 이념과 사회·경제적 배경을 달리하는 다수의 초선의원들에 의해 이끌린 국회로 이로 인해 국회 내 정당 간 갈등과 대립이 어느 때보다 강하였다고 말할 수 있다. 이러한 경향이 18대 국회에서도 이어질 것인지 본 연구는 18대 국회 초선의원들의 특징을 통해 조망해 보았다. 분석결과 18대 국회 초선의원의 사회경제적 배경에서 두드러진 특징은 한나라당의 세대교체와 민주당의 노령화 현상이라는 점을 발견할 수 있었다. 또한 18대 국회 초선의원들의 이념은 매우 보수적으로 나타나고 있어 17대 국회와 커다란 차이가 있음을 찾을 수 있었다. 이러한 정치적 변화는 사회, 경제환경 변화와 어느 정도 관련되어 있음을 생각해 볼 수 있다. 또한 17대 국회에 나타난 양극화가 조금은 개선될 조짐을 보이고 있다고 말할 수 있다. 초선의원들이 18대 국회에 미치는 영향은 한국 정치상황에 비추어 볼 때 크지 않다. 그러나 한국 의회에 대한 좀 더 분석적인 연구를 위해서는 한국 의회에 높은 비중을 차지하고 있는 초선의원에 대한 연구가 좀 더 깊숙하게 이루어져야 함을 의미한다.

This study aims to analyze characteristics of the 18th National Assembly by comparing socio-economic backgrounds and ideology of freshmen in the 18th National Assembly with those of freshmen in the 17th National Assembly. The 17th National Assembly was led by freshmen who had various socio-economic backgrounds and huge ideological differences. This resulted in hostile conflictual confrontations between two major parties. The study examines whether the conflictual tendency will continue in the 18th National Assembly. The analyses showed that the Grand National Party was successful in a shift in generations while the Democratic Party wasn’t. Likewise, the results illustrated that freshmen in the 18th National Assembly were very conservative compared with freshmen in the 17th National Assembly. These political changes are not unrelated with social and economical changes. The finding implies that political polarization in the 17th National Assembly might become lessened in the 18th National Assembly. In Korean politics, the effect of freshmen on the decision-making of the National Assembly is not significant; however, the fact that freshmen take a high proportion in the National Assembly indicates that a study on freshmen in the National Assembly should be more consistently conducted.
