러시아의 북한인권에 대한 인식과 동향

Russia’s Perception and Behavior on the Issues of Human Rights in North Korea

본 논문은 북한인권 문제에 대한 러시아 정부의 입장이 무관심 혹은 불개입으로 일관해온 이유를 제시하고, 러시아를 통해 북한인권 문제에 접근하는 방도를 제시하기 위한 목적을 갖고 있다. 이를 위해 러시아에서의 인권 관념 및 인권운동의 전개과정을 살펴보고, 러시아가 북한 인권문제에 대해 표명하고 있는 인식과 태도를 러시아 정부 및 시민사회 차원에서 파악하고 있다. 러시아 정부 차원에서는 유엔 등 국제기구에서의 러시아의 북한인권 문제에 대한 태도 표명을 위주로 볼 수 있으며, 더불어 러시아 지역에 유입되거나 러시아로 탈출한 북한 노동자에 대한 처리 문제를 통해서도 러시아의 북한인권 문제에 대한 시각을 도출할 수 있다. 러시아는 한반도에 대한 자신의 국가이익, 미국의 러시아 인권 비판에 대한 반발 심리, 북한에 대한 무관심, 아직까지 남아 있는 소련 시절의 관행 등의 이유로 북한인권 문제에 불개입 원칙을 고수하고 있는데, 단순히 러시아 내 인권상황에 대한 서구의 비판을 모면하기 위해 북한인권 문제에 개입하지 않으려는 것은 아니다. 러시아 내 탈북자 문제에 있어 러시아는 원칙상 난민 대우를 해주어야 하지만, 실행에 있어 모순되는 행태를 보임으로서 불명확한 입장을 보여주고 있다. 한국 정부는 러시아와의 협상 시 러시아에 이익이 되는 다른 사안과 연계해 러시아 내 탈북자 문제에 러시아가 전향적으로 한국의 입장을 수용하도록 협상력을 강화해야 한다. 러시아 시민사회에서의 북한인권과 관련한 움직임은 정부 측 입장보다 다양한 목소리가 나오고 있지만, 북한인권 상황을 비판하고 인권개선을 위해 북한에 압력을 넣어야한다는 주장은 실제로 정부의 정책에 반영되고 있지 않으며, 개인적인 주장으로 남아있다. 결국 다자적 구조 형성 과정에 러시아를 포함시켜 북한인권 문제 해결을 위한 논의구조를 만드는 것은 그 실현 가능성이 낮으며, 한국과 러시아가 협의 가능한 사안위주로 양자협의를 강화할 필요가 있다.

This paper has a purpose to suggest the reasons why Russia has been consistently managed attitude of indifference or non-involvement on human rights in North Korea and to offer the devices for the approach to the issues of Human rights in North Korea through Russia. For it, it is needed that the perception and behavior in the level of the state and civil society on North Korean Human Rights in Russia should be analysed. In the level of the Russian state, the main aspects can be seen through the acts of Russia in international organization, UN, and dealings with the North Korean refugees in Russia. Russia has been stubbornly keeping her attitude of indifference in North Korean human rights, due to Russia’s national interests toward Korean Peninsula, counter active expressions from American critics to Russian human rights problems, and the existing customs from the days of Soviet Union. Russia has some uncertain attitude to the North Korean refugees in Russia, though she has a right to protect every refugees in Russia according to her entry into international treaty. Finally, Korean government has to strengthen the power for negotiation with the connection of Russia’s interests in order to accept Korea’s demand to Russia on the refugee problem in the process of negotiation with Russia.
