북한 경제활동 動因으로서의 북한 華僑의 역할

A Study of Overseas Chinese Living in North Korea: Its Role of Taking the NK’s Economic Activity

북한은 1990년대 중반 ‘고난의 행군’을 거친 이후, 2002년 7·1 경제조치’를 통해 자본주의적 요소를 일부 도입했다. 그럼에도, 자원 부족분을 자체적으로 개선하지 못하고 있다. 이때 북한 주민이 필요로 하는 필수 소비재를 공급하는 역할을 하는 것이 바로 북한 내 화교들이다. 북한 당국 역시 이들을 통한 대규모 화교 자본 유치를 위해 북한 내 화교들에 대해 우호적인 태도를 견지하고 있다. 경제적 출로(出路)를 찾기 위한 대안으로서 북한 내 화교의 역할에 대해 주목해야 하는 이유도 바로 이 때문이다.

Overseas Chinese? we commonly have heard the name. However, rarely have heard the Overseas Chinese living in North Korea. Needless to say, we have not heard much less their role of taking the NK’s economic activity. As for the Chinese people in North Korea, they have played an essential role to supply consumer goods into the market in the NK since the ‘7ㆍ1 economic measures’ on 2002. The NK authorities also has shown favorable attitudes towards the overseas chinese. Why? It seems for the NK government to seek solutions to overcome the economic crisis through the ‘Guanxi’(which is the basic dynamic in personalized networks of influence, and is a central idea in Chinese society: 關係). It means that Overseas Chinese in North Korea bridges the economy of NK over the COB(Chinese overseas business).
