독일 대학원 석사과정의 교육-노동시장 연계 실태 분석과 시사점

An Analysis of Education and Labor Market Linkage for Master Degrees in Germany

최근 일반대학원 석사과정 졸업자의 실용지향적 취업진로와는 대조적으로, 대학원 석사 졸업자의 노동시장 진입을 지원하는 경력개발 및 고용지원서비스 체계는 매우 빈약한 상태이다. 그 결과 일반대학원 석사졸업자들의 대학원교육에 대한 만족도 중 ‘취업·진로 관련 지원 만족도’는 여타 항목들에 비해 상대적으로 낮게 나타난다. 이에 본 논문은 독일 사례를 통해 일반대학원 석사과정생의 교육-노동시장 연계 시스템에 대한 논의를 확장시키고자 한다. 우선 독일의 일반대학원 현황을 정리하고, 대학원 석사 재학생과 졸업생을 위한 경력개발지원 및 교육-노동시장 연계 강화 정책, 각종 지원제도 및 프로그램을 살펴본다. 더불어 이와 관련된 사례를 독일의 일반대학(Universität) 및 산업대학(Fachhochschule)과 연관시켜 고찰하고, 독일 사례에 대한 연구로부터 얻을 수 있는 시사점과 함의를 정리한다.

These days graduate master s candidates set their career orientation practically. Contrasting to this trend the system for strengthening education and labor market linkage for master s candidates is insufficient and incomplete. Therefore the satisfaction of graduate master s candidates with the supporting services for job searching and career development is relatively low. During master s candidates course the students get few employment services from educational or public institutions. In Section II we will describe graduate education status in Germany and analyze policies and programs for strengthening education and labor market linkage. In Section III of this article German cases of university (Universität) and university of applied science (Fachhochschule) will be described. Finally, in Section IV we will draw implications from German case study on education and labor market linkage for master s candidates.
