지역경제통합의 정치동맹 심화에 관한 고찰

A Study of the Political Union in Regional International Cooperation

본 논문은 지역경제통합의 단계 중 정치동맹으로의 심화에 관한 연구이다. 동 연구에서는 정치동맹이 귀결되어야 할 체제를 구상하며, 정치동맹 진입 및 심화에 영향을 미치는 요소들을 분석하였다. 본 논문에서는 그 동안 역내에서 개별적으로 운용해 온 조세 비율과 사회정책에 대한 예산지출 비율이 정치동맹 심화에 대한 지지 정도를 가늠하는 주요한 요소로 작용함을 제시하였다. 이와 더불어 현재 회원국이 처한 상황, 즉 유로그룹 진입 여부 및 2008년 이후 구제금융 수혜 여부 또한 주요하게 고려되어야 한다. 결론적으로 EU는 중장기적으로 전 방위 영역에 관한 연방체로서 재량권을 인정하는 공동정책 직접적용 형태의 정치동맹 형태로 나아갈 것으로 예측된다. 이를 위해 법인세 및 사회정책 지출비율에 대한 일정 정도의 수렴을 위해, 공동조세정책 및 공동사회정책 영역의 심화가 동반되어야 함이 제시되어야 한다.

This paper examines the Political Union in Regional International Cooperation. In order to analyze the final goal of political union, this paper considered some theories of political union. So this paper introduces a future system of the European political union. The factors that influence which the countries in the region support or not, are a corporate tax and an expenditure on social protection. In addition, the status quo, such as economy and social circumstance, has an important role to make a conclusion. In conclusion, the most ambitious approach would be to create a full-fledged economic federation, ample powers for discretionary policy-making, and direct legitimisation through reformed European Union institutions. So a step towards political union is as in the following. A single currency is likely to facilitate further political integration, through pressures for fiscal transfers and tax harmonization, demands for political government over monetary policy, or the emergence of new allegiances towards the EU institutions.
