김정일 이후 북한 체제유지 메커니즘의 작동 체계 연구

A Research on the Mechanism System of Regime Maintenance in North Korea after the Regime of Kim Jong-il

북한의 김정일, 김정은 정권은 사회적 이완, 경제난의 심화, 대외적 제재에 따른 ‘3각 위기’의 지속에도 불구하고 체제를 유지되고 있다. 특히 김정은 정권은 짧은 승계기간에도 3대 세습을 이뤘고, 4년차에 접어들어 안정화 되어 가고 있다. 그럼에도 김정은 체제가 장기적 안정성을 보일 것이라는 전망은 북한 체제가 지닌 한계를 고려해 볼 때 성급한 진단이다. 따라서 북한체제가 유지되는 원인을 진단하기 위해서는 북한체제가 지닌 구조적 성격과 더불어 체제가 지닌 유지 메커니즘을 검토하는 일이 요구된다. 이에 따라 본 연구는 일반체제이론에 입각하여 김정일⋅김정은 정권이 처한 조건과 체제유지 메커니즘의 작동체계를 검토하고 있다. 김정일 정권은 내적 경제위기와 이로부터 파생된 사회적 위기를 경제적 ‘조정’과 사회적 ‘통제’를 활용하기도 하였지만, 대외적 ‘편승’을 통해 해결해 나가려는 태도가 두드러졌다. 이에 반해 김정은 정권에 들어와서는 경제적 ‘조정’과 사회적 ‘통제’에 집중하면서 대외적 ‘편승’은 부차적 기제로 활용함으로써 체제를 지탱하고 있다.

The North Korean regimes of Kim Jong-il and Kim Jong-eun have been maintained despite the continued ‘triangular crises’ due to the social relaxation, deepening financial crisis and external sanctions. In particular, the three generation succession was achieved in the regime of Kim Jong-eun despite the short period of succession, which has been stabilized in its fourth year. Nevertheless, it is a premature decision to expect the regime of Kim Jong-eun will be stabilized for a long term, given the limits of the North Korean regime. Therefore, it is required to review the structural characteristics and the maintenance mechanism of the regime to figure out the ground for maintaining the North Korean regime. Therefore, this study reviewed the conditions of the regimes of Kim Jong-il and Kim Jong-eun and the regime maintenance mechanism system based on the general systems theory. The regime of Kim Jong-il used the internal economic crisis and the subsequent social crisis as economic ‘adaptation’ and social ‘control’ but mainly had the attitude to overcome the crises by ‘taking advantage’ of the external trends. On the other hand, the regime of Kim Jong-eun has maintained the regime by focusing on economic ‘adaptation’ and social‘ control’ and ‘taking advantage’ of the external trends as a secondary mechanism.
