본 논문은 “구조적 디자인의 정치”라는 관점에 기초하여 초국가기구로 정책결정권한이 위임되는 국내정치적 기초를 규명하고, 이를 경험적으로 검증한다. 통상의 기능주의적 설명과 달리, “구조적 디자인의 정치” 논리는 위임을 정치행위자들 사이의 갈등과 경쟁이라는 관점에서 접근한다. 이 논리의 핵심적 주장은 관료 또는 제 3의 기구로 정책결정권한을 위임하는 행위는 정치권력의 부침에 따른 정책의 역전 가능성을 방지하기 위한 전략적 선택이라는데 있다. 본 논문은 이러한 논리를 초국가기구로의 위임 문제에 적용하여, 초국가기구의 정책결정권한은 국내 정치행위자들 사이의 정책 선호의 상이성에 비례한다는 가설을 수립하고 이를 경험적으로 검증한다. 지역통합기구에 대한 자료를 대상으로 한 계량분석의 결과는 가설의 타당성을 뒷받침하는 것으로 나타났다.
By utilizing the literature on “the politics of structural design”, I propose and test a hypothesis that identifies the domestic political conditions under which delegation of political authority to supranational institutions are most likely. The key tenet of the this literature is that delegation is a means to protect policies from future perturbation and thus the underlying motivation for delegation is not to economize on transaction costs, but to gain an upper hand in the world of political uncertainty. The direct corollary of this reasoning is that the granted authority to an agent is a function of the degree of political competition and preference divergence among the political actors. Applying this reasoning to the case of supranational delegation, I hypothesize that the more authority is likely to be granted to the supranational institutions, the more competitive political actors and the more divergent their policy preferences. I test this hypothesis against the data on regional integration organizations, which provides support to the hypothesis.
