한반도 평화번영을 위한 새로운 로컬 거버넌스의 모색

New ‘Local Governance’ for Peace and Prosperity of Korean Peninsula:Focusing on the Roles of Local Governments of Exchange and Cooperation between South and North Korea

북한은 지난해 9월 6차 핵실험, 11월 대륙간탄도미사일 ‘화성-15형’ 시험 발사를 감행했다. 김정은 정권은 국제사회에 핵보유국으로 인정받기 위해 끊임없이 노력해왔고, 마침내 지난해 11월 ‘핵무력 완성’을 대내외에 공포하였다. 이러한 상황에도 한반도의 평화와 번영을 위해서는 남북한 모두가 대화와 협력을 필요로 한다. 본 연구는 지방 수준에서의 굿 거버넌스를 이론적 분석틀로서 활용하고자 한다. 우선 본 연구는 굿 거버넌스의 개념과 로컬 거버넌스의 역할에 대해서 살펴볼 것이다. 또한 평화 패러다임에 기반을 두고 중앙 정부와 지방 정부간 연계구조를 통한 새로운 남북교류협력 거버넌스를 모색할 것이다. 이러한 새로운 다층 거버넌스를 통해 향후 한반도에서의 평화와 번영, 나아가 통일에 기여할 수 있을 것이다.

North Korean regime claimed that it successfully conducted its six nuclear test last September and the test of an Inter-continental ballistic missile (ICBM, which name is hwasong-15) on November 29, 2017. Also, Kim Jong-un’s regime tries to request for recognition as a nuclear state through the declaration of the completion of nuclear forces. But both of South and North need to dialogue and cooperate to achieve peace in the Korean peninsular. This paper would analyze a research frame for the empirical approach of good governance at the local level. At first, the paper reviews existing concepts about good governance and roles on local governance. Also, this study focuses on establishing mutual cooperations with South and North through combined governance with the central and local government including civil societies as well as think tanks based on a peace paradigm. In this sense, establishment of new multiple governance involved in various actors is able to contribute on a trust building and economic prosperities on the Korean peninsular in the future.
