Populism and Korea A Study of the Environment Giving Rise to Populism in Korea

본 논문은 우리나라 정치에서 가장 빈번하게 쓰이는 포퓰리즘이라는 용어와 정치적 양식(style)으로서의 포퓰리즘에 대해 논하고 다양한 포퓰리즘 형태를 비교 고찰해, 공통점을 추출, 이를 통해 우리 사회에서 포퓰리즘이 발생하고 성장할 수 있는 환경은 있는지, 있다면 어떠한 것이 있는지를 고찰하고자 하는 데 목적이 있다. 한국에 포퓰리즘이 자랄 수 있는 환경이 있는지를 검증할 때 본 논문은 갈퉁의 욕구이론에 근거하여 검토하고자 한다. 포퓰리즘의 발생과 욕구 불만은 분명한 상관관계가 있기 때문이다. 그리고 결론 부분에서, 지금 현재 우리나라에 있어서의 포퓰리즘적 요소를 극복할 수 있는 방안은 있는지를 논하고자 한다.

The present paper discusses “populism” as the most frequently used term in Korean politics along with populism as a political style, and it considers various types of populism to extract their commonalities. The paper thereby aims to examine what kind of environment, if any, can give rise to populism and nourish it in Korean society. In examining whether there can be such an environment, we will rely on Galtung’s human needs theory, since there is a clear correlation between the emergence of populism and the frustration of desires.
