북한의 군사도발과 환경적 요인 연구

The Study on North Korea’s Military Provocation and Its Environmental Factors

본 연구는 ‘왜 북한은 군사도발을 하는가?’를 확인하기 위하여 ‘어떤 환경에서 북한이 군사도발을 하는가?’라는 연구문제를 밝히는 것을 목적으로 한다. 북한이 체제위험 상황으로 인식할 것으로 예상되는 환경적 요인들을 독립변수로 설정하여 종속변수인 북한의 군사도발 행위와의 상관성을 검토한다. 환경적 요인으로는 북한이 갖고 있는 독재국가라는 국내적 특수성에 따라서 ‘국내경제 위기’와 ‘국가 최고지도자의 교체’를 변수로 설정했다. 또한 핵무기를 가진 불량국가라는 대외적 특수성에 따라서 ‘UN 안보리의 대북제재’와 ‘한⋅미 연합군사훈련’을 변수로 설정했다. 종속변수인 북한의 군사도발 행위를 유형에 따라서 구분하여 분석한 결과, 2014년 1분기를 기준으로 주요 군사도발 행위가 침투⋅국지도발에서 핵⋅미사일도발로 옮겨갔다는 사실이 확인되었다. 2014년 1분기를 전후로 특수한 북한 내 사건을 고려할 때 김정은 정권의 권력공고화 과정이 원인으로 작용한 것으로 추정된다. 북한의 대내외적 특수성을 고려한 환경변수와 군사도발 간의 상관성을 분석한 결과, 독재국가의 특수성에 따라서는 장기적인 경제위기와 국가 최고지도자의 교체로 인한 권력공고화 시도가 군사도발에 영향을 미치는 것으로 나타났다. 보다 구체적으로는 장기적인 경제위기는 국지도발과 같은 단기적으로 큰 비용 없이 수행 가능한 군사도발을 발생시킬 가능성이 높고, 국가 최고지도자 교체로 인한 권력공고화 과정에서는 핵⋅미사일도발과 같은 대량살상무기를 활용한 군사도발이 자행될 가능성이 높은 것으로 나타났다. 북한의 불량국가로서의 특수성에 따라서는 UN 안전보장이사회를 통한 대북제재와 한⋅미 연합군사훈련이 북한의 군사도발에 영향을 주는 것으로 나타났다. 한⋅미 연합군사훈련은 모든 환경변수들 중 가장 북한의 군사도발을 야기 시킬 수 있는 요인으로 나타났으며, 특히 침투도발과 국지영공도발, 미사일도발에서 주요하게 나타났다.

Under what environment does North Korea conduct military provocations? In this study, I constructed the data table of North Korea’s military provocation from 2003 to 2017 with ‘Defense White Paper’ of the Ministry of National Defense and ‘Major Daily Log of Inter-Korean Relations’ of Ministry of Unification. Based on this data table, the results of ① the major military provocation types and changes in North Korea, ② the environmental factors associated with North Korea’s military provocation are as follows. First, the time when the number of North Korea’s military provocations began to increase is coincident with the time when Kim Jung Eun builds and stabilizes its power base as the nation’s top leader. Second, North Korea’s infiltration·local provocation in recent years has evolved into an advanced technology, an indirect way, and an expanded effect. Third, when North Korea generated a long-range missile provocation with high technology such as SLBM, ICBM, etc. nuclear testing occurred in near-term. Fourth, the UN Security Council Resolutions against North Korea, which resulted from North Korea’s nuclear tests and long-range missile provocation, seem to have some effect on the North Korea’s military provocation in a short period of time. Finally, annual US-ROK military exercises that were conducted each year are partially affecting North Korea’s military provocation. In KR/FE practice and UFG practice, infiltration provocation, airspace provocation, and missile provocation were found to be particularly frequent during the practice period.
