국제적 반부패 논의와 한국의 대응방안

International Anti-Corruption Issues and South Korean Countermeasures: Focusing on the Issues of Accounting Transparency

본 연구는 1990년대 이래 국제사회의 주요한 과제로 대두되고 있는 부패 척결 중 핵심 과제인 뇌물거래 방지 문제를 해결하기 위해 그 방안으로 회계투명성 확보를 강조하고자 하며, 나아가 이러한 국제적 흐름에 대비하기 위해 한국이 취해야 할 대응방안을 모색하고자 한다. 회계투명성을 통한 뇌물거래방지는 가장 실효성 있는 통상 분야의 부패척결 노력이며 궁극적으로 다른 분야의 투명성을 확보하는 시발점이 되어야 한다. 향후 국제적 반부패 논의는 뇌물거래방지 등 통상과 관련한 부패 척결에 모아지고 있는 초점을 보편적인 부패 관행의 철폐를 위한 노력으로 즉 국가 경쟁력의 문제를 국가윤리의 문제로 끌어들여 진정한 의미의 부패 방지를 모색해야 한다.

This study attempts to emphasize the importance of accounting transparency in solving the problems of bribery of international trade as one of the main current international issues, and to explore South Korean countermeasures to the problems. Preventing bribery through accounting transparency is the most effective way of anti-corruption in the field of international trade, and ultimately at the starting point of securing transparency in other fields of international issues. In the future international society must focus on dealing with the issues of international ethics rather than those of international competitiveness for the purpose of true anti-corruption.
