본 연구는 일부 국가에서는 연금개혁의 길이 열려있는 반면, 다른 국가에서는 왜 그렇지 못한가 하는 이유를 설명하고자 한다. 복지축소정책을 시행하는 데는 정치적 한계가 있고, 그 한계의 정도는 국가마다 다양하게 나타난다. 그리고 정치제도는 외부 이익집단들에게 거부권을 행사할 수 있는 수단을 제공하고, 이들 이익집단은 이를 이용해 정책결정에 영향력을 행사한다. 정치제도와 연금제도의 상호작용이 개혁의 방향을 설정하는데 강력한 영향을 끼치게 되는 것이다. 분석결과 대처정부는 연금시스템의 제도적 설계에서 파생된 기회, 즉 개혁조치를 특정계층에게만 집중할 수 있는 구조를 성공적으로 활용하였다. 또한 이 과정에서 외부의 적대세력에게 거부점을 제공하지 않음으로써 정책결정에 대한 정부의 폭넓은 통제를 가능케 하는 영국 정치제도의 도움도 받았다. 영국의 선거제도는 필요한 상대다수의 지지를 이끌어낼 수 있는 정책에 유리하게 작용하였다. 프랑스의 경우 선거결과와 선거주기에 따라 정책결정전략이 상반되는 모습을 보였다. 즉 1993년 프랑스정부는 포용을 지향하는 방법을 선택했으나, 1995년에는 대립전략을 선택했다.
This paper aims to explain paths to pension reform are adopted in some countries but not in others. It argues to welfare retrenchment are country-specific and that, as far as pensions are concerned, they depend on the interaction between political institutions and the design of pension schemes. Political institutions can generate veto points and opportunities to influence policy-making for external interests. The way in which these two institutional effects interact is likely to have a powerful influence on the direction of reform. As a results, The Thatcher government managed to exploit the opportunities provided by the institutional design of its pension, which made possible the targeting of savings on a section of the population only. In doing, it was assisted and perhaps encouraged by the structure of british political institutions which, by not providing veto pointd to external opponents, allow a significant degree of governmental control over policy-making. Britain electoral system rewarded policies able to attract the support of a sufficiently large minority, if the rest of the electorate is divided as was the case through the 1980s. In France, Depending on electoral results and on the position of the country in the electoral cycle, political institutions have had opposite effects on patterns of pension policy-making: in 1993 they favoured an inclusive approach, whereas in 1995 they encouraged confrontation.
