동아시아 지역경제통합과 한계

중·일의 지역주의 접근과 리더십 역량을 중심으로

현재 동아시아 지역에서 빠른 속도로 진행되고 있는 새로운 거래와 교환관계의 틀짜기는 동아시아 지역주의의 향방과 관련하여 역내외에서 적잖은 관심을 불러일으키고 있다. 특히, 아세안과 한·중·일을 중심으로 진행되고 있는 동아시아 지역협력의 모습은 향후 이 지역이 보다 제도화된 협력구도로 발전되어 나갈 것이라는 기대와 희망을 갖게 하고 있다. 이를 반영하여 역내에서는 자유무역지대론으로부터 단일통화제도론, 그리고 동아시아 공동체론에 이르기까지 다양한 형식의 통합 논의가 진행되고 있다. 그러나 이러한 기대에도 불구하고 동아시아 지역경제가 단시일 내에 하나의 제도로 통합되어 나갈 개연성은 적어 보인다. 왜냐하면 역내에서 새로운 형식의 협력 모멘텀이 조성되고 있기는 하나 그것을 범지역적 통합 과정으로 끌고 갈 수 있는 리더십 세력의 역할이 기대되지 못하고 있기 때문이다. 비록 역내 교역·투자의 증가, 다양한 지역구상과 발의, 양자협력 네트워크의 확대와같은 외시적 지표들이 새로운 동아시아 지역주의에 대한 전망을 불러일으키고 있는 것은 사실이지만 잠재적 리더십 세력들의 상대적 이익 개념과 이를 둘러싼 주도권 경쟁, 그리고 이들의 대내·외적 신뢰와 역량 문제 등은 지역 단위의 통합 잠재력을 약화시키는 요인이 되고 있다. 따라서 앞으로도 동아시아 국가들이 과거와 달리 지역 차원의 협력을 확대․심화해 나갈 것은 분명하나 역내 지역주의가 범지역적 통합 수준으로 진전되기까지는 상당한 시간이 필요할 것으로 사료된다.

The current movement which is on the way to construct new structures on relations of transactions and exchanges within this region is arousing a big concern in connection with the direction of East Asian regionalism. The present states of East Asian regional cooperation which center around ASEAN＋3 let ones to conceive expectations and hopes that this region would move on toward a more institutionalized way of cooperation. Reflecting such expectations, various types of arguments on integration such as a region-wide free trade area, introduction of single monetary system or establishment of the regional economic community are under way in this region. But, despite all these arguments, it is not likely that the East Asian regional economy will be integrated into a formal institution in the foreseeable future. The cautious view like this stems from the fact that the role of major powers which could take the lead for the integration process is not promising. On the contrary, the notion of relative gains and the struggles for initiatives surrounding those interests, the lack of confidence and capacity of latent readership powers, in particular, Japan and China, are working as main obstacles to weaken the potential of region-wide integration in East Asia. Judging from this respect, it is estimated that it will take a lot of time to reach the level of region-wide integration even though East Asian economies will make continuously their way to escalate and deepen the cooperation in regional scale.
