이주 공동체의 수용과 발전 방향

Embracement of Ethnic Communities and the Development Direction

현재 국내에 거주하는 100만 여명의 외국인은 우리사회의 문화적 다양성을 풍부하게 하는 소중한 자원이다. 그러나 오랫동안 이어져온 단일민족 이데올로기는 다수자와 소수자가 조화롭게 어울려 살아가는 데 있어서 여전히 보이지 않는 ‘경계짓기’의 요인을 제공하고 있다. 뿐만 아니라 다문화사회 진입이 가시화 되면서 수립되고 있는 각종 다문화 정책 역시 결혼이주자에 맞추어져 있다. 따라서 새터민, 외국인 이주 노동자, 화교 등 우리사회의 구성원으로서 어느 정도의 정주성(定住性)을 확보함과 동시에 산업사회의 한축을 담당하고 있는 이주민에 대한 정책적 배려는 부족한 것이 현실이다. 이런 점에서 안산의 ‘국경없는 마을’과 인천의 차이나타운은 인간존중의 원리, 공동체의 원리를 통한 사회적 실천이라는 이념을 통한 공동체 형성과 아울러 지역의 경제 발전을 도모한다는 데에 의의가 있다고 볼 수 있다. 본 고는 복지와 인권을 밑거름으로 탄생한 ‘국경없는 마을’과 지역경제 활성화와 연계한 다문화정책의 연장선에게 새롭게 탈바꿈하고 있는 차이나타운 연구함으로써 우리나라에서 다문화가 어떤 방식으로 수용되고 있는지 파악하고 미래의 발전 방향을 제시하고자 한다.

Korean society has been prone to boast its homogeneity as a main resource for its incredible economic development. In some ways, it is true that a nation-state could help the nation thrive without any major setbacks that might emerge from laborious racial problems or unavoidable matters that pervade in ideological confrontation. Nevertheless, cultural diversity, which has propped up the basic structure of advanced nations in term of utilizing diverse human resources, lacks in Korean society. In this context, the two ethnic communities such as The Borderless Village in Ansan and Chinatown in Inchon play important roles as the touchstone of our ability to embrace diverse cultures. Accordingly, this study is focused on ethnic communities in Korea by understanding cultural and economic values that enrich our society. By doing so, the directions of development on ethnic communities can be suggested as well.
