EU의 재취업정책의 특징 및 성과가한국의 재취업 프로그램에 주는 시사점

The Characteristics and Achievements of EU Reemployment Policies Implications of Reemployment Programs in Korea: Through Comparison of German Perpekte50plus Case and Korean NYPlus30

본 연구는 퇴직 혹은 재취업 예정자들의 고용가능성을 제고하기 위해 직업훈련정책의모범을 보이고 있는 EU의 재취업 교육프로그램 운영사례를 분석하고 시사점을 파악하고자하였다. 즉, 국내 실업인구의 고용 가능성을 재조명하고 이를 체계적으로 지원하기 위한한 방안으로 EU 회원국 재취업 교육프로그램의 목적, 내용, 운영방식을 탐색하였다. EU회원국은 경력단절 근로자와 함께 퇴직대상자 및 고령자의 재고용 가능성 향상을 위해 직무 측면의전문성과 함께 연령대를 고려한 생애설계과정을 포함한 재취업 프로그램을 실시하고 있다. 또한 직무별로 job-marketing 담당자가 해당 퇴직예정 근로자들에 대한 구인수요 발굴과더불어 적합한 인재 선정 작업을 실시하여 대상 집단의 재취업을 활성화하고 있다. 한국의 경우 저출산 고령화로 인한 노동인구의 급격한 감소와 더불어 베이비부머의 대거은퇴현상이 노동력부족과 함께 숙련기술의 단절을 야기하고 있으며, 이에 따른 급격한 생산성의 감소를 보이고 있다. 이러한 이유로 EU회원국의 재취업 교육프로그램 사례를 찾아보고한국의 재취업프로그램과 상호 비교를 통하여 고용효과를 증대시키는 방안 및 직업훈련의개선점 등의 시사점을 도출하고자 한다. 또한 본 연구결과를 토대로 현재 고용노동부에서 진행 중인 퇴직지원서비스 『NYPlus30』 프로그램의 바람직한 발전방향을 재검토하고 근로자의 퇴직 후 진로에 대한 국가 차원의체계적인 접근방식을 통해 재취업률을 높이며, 결과적으로 국가의 생산가능 인구를 증가시켜국가 성장 동력을 높이고자 한다. 이에 수반하여 기업 차원의 관련제도 개선 방안과 이를위한 정부의 지원방안 등도 함께 제언하고자 한다.

This study attempts to obtain its implications by analyzing examples of EU reemployment education programs run to increase the employment potential of retirees and reemployed. In other words, the purpose, content, and operation of the reemployment education program of EU member states is to be investigated to highlight the employment possibilities of the nation s unemployed and to take measures to systematically support them. The EU member states, The EU member states, along with experienced workers, carry out a reemployment program, including a life-time design process considering age, with job expertise to improve the possibility of inventories of retirees and senior citizens. In addition, a job-marketing staff is promoting reemployment of the target group by selecting appropriate human resources along with the search for job openings for those who are scheduled to retire. In Korea, the rapid decline of the working population due to low birthrate and aging population, as well as the mass retirement of baby boomers, is causing labor shortages and a sharp decline in productivity. For this reason, the EU is trying to find examples of reemployment education programs and compare them with Korea s reemployment programs to derive implications such as how to increase employment effectiveness and improve job training. Based on this research result, the Ministry of Employment and Labor reviews the desirable development direction of the retirement support service NYPlus30 program, increases the rate of reemployment and increases the country s growth potential through systematic approach. In addition, I would like to propose ways to improve the relevant system at the corporate level and supporting by the government.
