이 연구의 목적은 2006년부터 2017년까지 광역정부가 수행한 개발협력 사업의 중복성의 변화를 분석하는 것이다. 구체적으로 개발협력 사업의 분야별, 유형별, 대상국가별 특성을 제시하였다. 이러한 작업은 SDGs체제 이후 새로운 행위 주체로 등장한 지방정부 개발협력 사업의 실태를 실증적으로 분석하여 지방정부 차원에서 개발협력의 분절화를 극복할 수 있는 대안을 모색하기 위해서 수행되었다. 분석결과에 의하면, 사업분야는 항목 수가 증가하고, 교육 및 농촌개발에 대한 중복성이 지속적으로 하락하고 있었다. 반면 사업유형과 대상국가의 경우는 항목 수의 다원화에도 불구하고, 프로젝트 원조와 아시아 국가에 대한 중복성이 하락하였다가 다시 확대되고있었다. 다만 최빈개도국 지원의 중복성은 약화되고 있었다. 이러한 결과는 독일과 일본의사례처럼, 우리도 중앙정부와 지방정부 간 그리고 지방정부 간의 협의 메커니즘을 강화하여 개발협력의 중복성과 분절화에 대처해야 한다는 점을 상기시켜 주었다. 이 경우 무상원조관계기관협의회와 전국시도지협의회의 권한 강화는 하나의 대안이 될 수 있다.
This study aims to analyze the changes in the duplication in development cooperation programs conducted by metropolitan autonomous governments of South Korea from 2006 to 2017. Specifically, it presented the characteristics of development cooperation programs, according to areas, types, and target countries. This work was conducted to find an alternative to overcome the fragmentation at the local government level by empirically analyzing the actual state of development cooperation programs of local governments that have emerged as new actors since the Sustainable Development Goals (SDGs) were set. According to the analysis results, in the case of the program area, the number of list has increased and the duplication for education and rural development has consistently declined. On the other hand, in the case of the program type and target countries, it has increased; however the duplication for project assistance and Asia’s countries decreased but has expanded again. But duplication for the poorest countries has diminished. Therefore, like the cases of Germany and Japan, we should cope with the duplication and fragmentation of development cooperation by enhancing the consultation mechanism between the central and local governments and between local governments. An alternative for this can be to extend the authority of the Inter-Agency Grants Committee and the Governors Association of Korea.
