US-China Fight for Hegemony and Hong Kong

2018년 3월 시작된 미중 무역전쟁은 관세전쟁을 시작으로 금융부분까지 점차 확산되어가고 있다. 2010년 이후 일본을 추월하여 제2의 경제대국으로 등장한 중국은 시진핑 정부의 등장과 함께 대외적으로 팽창하는 모습을 보이고 있다. 중국은 안보에서는 상하이협력기구(SCO), 금융에서는 AIIB, 물류부문에서는 ‘일대일로’를 통해 독자적인 국제질서의 구축을 시도하고 있고, 미국은 제2차 세계대전이후 구축한 국제질서를 유지하기 위해 도전국인 중국에 대해 안보, 경제, 무역, 금융 등 다양한 부문에서 견제를 시도하고 있다. 한편 2019년 3월 송환법으로 시작된 홍콩시위는 광범위하게 확산되고 있고 ‘일국양제’의 기반을 흔들고 있다. 본 연구는 미중 패권전쟁의 시각에서 홍콩문제를 고찰하고자 한다. 홍콩문제는 중국에게는 타이완과의 통일문제를 푸는 열쇠이지만 미국에게는 중국의 팽창을 억제하는 민주주의 가치를 가진 지역이라 할 수 있다. 홍콩문제는 중국의 통일 및 팽창정책과 그에 대응한 미국 억제정책과의 대립 지역으로 국제정치의 주요 이슈로 떠오르고 있다.

The US-China trade war that began in March 2018 as a tariffs war is gradually spreading to the financial sector. China, which has become the second largest economy in the world after passing Japan in 2010, has been expanding with the appearance of the Xi Jinping Administration. China has been looking to construct its own international order in security through the Shanghai Cooperation Organization, in finance with the AIIB, and in the logistics sector with One Belt One Road. On the other hand, in order to maintain the international order that it had constructed following the Second World War, the US has attempted to check the challenger, China in various sectors such as security, economics, trade, and finance. Meanwhile, the Hong Kong protests that began in March of 2019 triggered by the extradition bill has spread vastly and it is shaking the very core of the ‘one country, two systems’. This study investigates the Hong Kong issue from the perspective of the US-China fight for hegemony. The Hong Kong issue to China can be the key to solving the unification issue with Taiwan, but to the United States, it is a region with democratic values that can suppress China’s expansion. The Hong Kong issue is rising as a major issue for international politics as a battle between China’s unification issues and expansion policies against the US suppression policies.
