A Critical Review of the Korean Parliamentary Election System

본 연구는 한국 국회의원선거제도가 의석율 대비 득표율에서 불일치하는 현상에 주목하였다. 이에 제1공화국에서 제6공화국까지 실시된 국회의원선거를 소선거구제, 중선거구제, 대선거구제로 구분해 지역구의 다수대표제와 전국구의 비례대표제를 통해 선거제도의 효과성을 검토하고자 한다. 한국 국회의원선거제도는 지역구에서 소선거구제를 기본으로 중선거구제와 대선거구제가 활용되었는데, 어떤 선거제도를 채택하더라도 효과성은 제1당과 제2당에게만 유리해 양당체제를 구축하였다. 반면에 비례대표제에서는 대선거구제를 채택하였는데, 이는 제1당 우선적 배분방식이 폐지된 후 의석율 또는 득표율에 따라 배분될 때 의석을 배분받은 모두 정당에게 유리한 것으로 나타났다. 최근 논의되는 권역별 비례대표제는 특정 정당에 의한 지역적 편중현상을 완화시킬 것으로 보이며, 연동형 비례대표제는 선거제도의 효과성이 모든 정당에게 유리하게 작용할 것으로 분석되었다. 이렇게 볼 때 한국의 국회의원선거제도는 소선거구제를 기본으로 비례대표의석의 확대 논의가 불가피하다.

The national assembly election system in Korea was favorable to the 1st party and the 2nd party irrespective of the electoral system. On the other hand, the proportional representation of parliamentary elections was favorable to all political parties except for the preferential allocation method of the 1st party. Recently, the proportional representation by region is expected to mitigate regional biases by specific political parties, and it is analyzed that the effectiveness of the electoral system will be beneficial to all parties in the interlocking proportional representation system. As a result, it is inevitable for the Korean parliamentary election system to discuss reforms such as enlarging the seat of the proportional representation system based on the single-seat constituency system.
