Do Popular Protests Matter in China? Urban Middle-Class in Xiamen’s Environmental Protest

이 논문은 중국 중산층 도시민들의 정치적 참여 및 동원의 가능성을 살펴보기 위해, 환경시위에 주목한다. 이 논문은 특히 샤먼에서 발생한 파라자일렌(PX) 프로젝트에 대한 반대시위를 사례로 삼아, 경제적인 수익과 전략적 중요성이 크지만 환경문제를 동반할 가능성이 있는 산업정책의 집행과정에서 중산층 도시민들은 어떻게 반응하고 조직화되며, 그들의 집단행동이 정책집행에 어떤 영향력을 끼칠 수 있는지 분석한다. 샤먼의 사례는 시민들의 평화적인 시위와 공청회 등 비교적 민주적인 방식을 통해 PX 프로젝트의 철회로 귀결된 유일한 경우이며, 이후 중국 내 환경운동에 많은 영향을 미친 중요한 분기점이다. 샤먼 PX 프로젝트 반대시위의 성공은, 적어도 환경문제처럼 비정치적이고도 확장성이 있는 영역에 있어서는, 도시 중산층의 집단행동이 다양한 사회경제적 이익과 결합하고 IT 기술의 적극적인 활용을 통해 그 영향력을 확대하면서 대중시위의 효과를 높이며, 결과적으로 권위주의 정권 하의 정책집행 과정에서 의미있는 역할을 할 수 있는 가능성을 보여준다

To analyze the possibility of political changes and democratic transition in China, this article delves into the political participation of urban middle-class citizens in the environmental issue area. It focuses on the case of citizens’ popular protest against the construction of Paraxylene(PX) production base in Xiamen, and discusses when and how urban middle-class citizens are politically activated and mobilized to participate in such a large-scale protest against a major industrial project with possibly disatrous environmental consequences. The Xiamen protest was unique in that the PX project was relocated through a peaceful and relatively democratic process, and it became a model case for China’s environmental protests and campaigns to follow. The Xiamean case suggests that, as far as relatively apolitical issue areas such as environment are concerned, urban middleclass can play a limited yet significant role in the Chinese citizens’ political mobilization and activism.
