The Political Changes in the Korean Peninsula and the Inter-Korean Cooperation : Conditions and Limitations

2018년 4월 판문점 선언 이후 남북교류협력사업에 대한 관심이 높아지면서 관련 연구들이 발표되고 있다. 하지만 대부분의 연구들은 남북교류협력사업 추진을 둘러싼 대내외적 요인과 이런 요인 간의 관련성을 분석하기 보다는 중앙정부와 지방정부 간의 역할 재조정, 관련 법규의 정비, 그리고 지방자치단체의 추진 사업 등에 집중하고 있다. 이에 본 연구는 남북교류협력사업의 안정적 추진을 위한 조건으로 국제 체제 요인, 남북관계 요인, 그리고 중앙-지방정부 요인 등에 초점을 맞추어 분석하고, 그 과정에서 발생할 수 있는 한계와 함께 추진 전략을 모색하는 데 있다. 분석 결과 남북교류협력사업의 근본적 변화는 북미 간 비핵화 협상과 남북관계의 개선 속도에 비례하여 결정될 것이다. 현 단계에서 남북교류협력사업은 북한의 비핵화를 둘러싼 북미 협상의 진척 내지 미국의 암묵적 동의 없이는 상당한 한계에 직면할 수밖에 없다. 이러한 북미관계뿐만 아니라 우리 사회의 대북 인식 변화와 함께 북한의 대남 도발 중단도 교류협력사업의 안정적 추진에 있어 매우 중요한 요인이 된다. 또한 남북교류협력사업이 본격화될 경우 컨트롤타워로서의 중앙정부의 역할은 유지될 필요가 있지만, 사업의 효율성을 높이기 위해서는 중앙-지방정부 간의 역할 및 위상의 재조정도 요구된다고 하겠다.

As the inter-Korean dialogue starts again, there have been many studies on inter-Korean exchange and cooperation. Yet most of them have focused on the domestic variables; the functional readjustment between the central and local governments, laws and regulations, and the local governments’ projects. This study however focuses on the international level, the inter-governmental level between South and North Korea, and the central-local governmental level domestically. In such a study, we can better understand the strategy and limitations for the inter-Korean exchange and cooperation. At the international level, inter-Korean exchange and cooperation have been directly related to the negotiations between North Korea and the US, especially on the issue of the North Korea’s denuclearization. At the inter-governmental level between South and North Korea, North Korea’s attitude toward South Korea and our perceptions on North Korea are important. At the domestic level, the central government’s role is needed as the control tower, but some readjustments of the relationship in favor of the local government are necessary.
