안심공중화장실 조성을 위한 범죄예방사업의 우선순위 연구

Study on Priority of Business Crime Prevention for Establishing Safe Public Toilets - Focusing on Public Offering Business Targeting Municipalities

정부는 안심공중화장실을 만들기 위해 전국의 지자체를 대상으로 사업을 공모하여 진행하였다. 지자체별로 다양한 범죄예방사업이 제안되었으나 범죄로부터 안전한 공중화장실을 조성하기 위해서는 우선적으로 갖추어야 하는 사업내용부터 충족시킨 후 단계별로 사업이 진행되어야 할 것이다. 따라서 본 연구에서는 안심공중화장실 조성을 위해 범죄예방사업의 우선순위를 제안하고자 한다. 이를 위하여 지자체별로 범죄예방과 관련하여 이전에 추진하였던 내용들을 살펴본 후, 공중화장실에서 안전위해요소로 인식하고 있는 내용과 시행하고자 하는 범죄예방사업 내용을 살펴보았다. 지자체에서 범죄예방을 위해 공통적으로 인식하고 있는 것을 기준으로 하여 단계별로 사업의 우선순위를 제안하였다. 우선순위에 따라 사업을 진행하게 함으로써 전국적으로 균형있는 안심화장실을 만들어 가는데 기여할 수 있을 것이다.

The government has invited public participation of municipalities across the country, in order to build safe public toilets. Although each municipality offered a variety of businesses, the businesses should be implemented by steps, after business measures which are necessarily prepared are satisfied so that public toilets that are safe from crimes can be built. This study, therefore, intends to propose the priority by some measures of the safe public toilet business. To this end, it examined the measures perceived as hazardous factors in public toilets and the business measures for creating safe public toilets, by investigating the measures previously pursued by each municipality, in regard to crime prevention. On the basis of criterion which municipalities commonly recognize, for preventing crimes, this study proposed the priority of businesses by steps. Allowing the businesses to be implemented according to the priority may contribute to proportionally establishing safe toilets across the country.
