은행지급확약(Bank Payment Obligation/BPO)는 국제상공회의소와 세계은행간 금융전기통신협회(SWIFT)가 개발한 새로운 무역결제방식으로, 채무은행이 수취은행에 대해 취소 불가능한 지급약정이다. BPO는 송금방식의 신속성과 신용장방식의 안전성과 금융 기능의, 공급망 서비스의 전문성을 결합한 아주 바람직한 결제 수단이다. 중국 상업은행도 무역금융의전자화변혁에 순응하여 BPO를 연구하고 고객들에게 다원화결제방식을 제공하고 금융서비스능력을 향상시켜야 한다. 먼저 본 논문은 BPO가 흥기한 배경 및 연구목적과 의미를 논술한다. 이어 중국에서의BPO의 발전상황과 유리 조건을 연구하고 관련 법률, 법규와 관례를 결부하여 중국내 BPO 활용상의 문제점을 제시한다. 마지막으로 중국에서의 BPO 성공사례를 분석하고 사레를 통해 중국BPO 활용 및 발전이 비교적 느린 원인과 어떻게 BPO가 중국에서 보급되는 시사점을 제시한다.
Bank Payment Obligation (BPO) is a new type of trade settlement financing tool developed by the International Chamber of Commerce and the Society For Worldwide Interbank Financial Telecommunication (SWIFT). It is an independent, irrevocable commitment of immediate or deferred payment made by the paying bank to the receiving bank. As a new settlement method, BPO integrates the convenience of credit sales, the security of letters of credit and the convenience of financing, and the specialization of supply chain services. It is expected to bring a thorough data transformation to international trade settlement. Chinese commercial banks shall also adapt to the electronic transformation of trade finance, learn and study BPO, provide customers with diversified settlement methods in the increasingly fierce competition in the same industry, and improve their financial service capabilities. First, this paper explains the background of the rise of BPO and the purpose and significance of the research. Then it studies the development and advantages of BPO in China, and the risks and obstacles of BPO development in China in combination with relevant laws, regulations and practices. Finally, through the analyzes of the BPO cases in China, this paper studies the reasons for the slow development of China’s BPO and the way how to promote the use of BPO, and discusses the reference significance of BPO promotion in China.
