ASEM 환경 분야 협력의 발전과 협력 사업 발전을 위한 쟁점, 그리고 해결 방향에 관한 소고

A Perspective on Primary Issues and Direction for the Solutions for Development of the ASEM Environmental Cooperation and the Cooperation Activities

ASEM의 초기에 ASEM 회원국들의 환경 분야에서의 협력의 발전과 협력 사업은포괄적이며 소극적으로 이루어졌다. 하지만 최근 기후변화의 영향이 가중되며 ASEM 주요 회원국들의 환경 분야에서의 협력의 발전과 협력 사업에도 점점 구체성을 보이고있다. 그러나 ASEM 회원국들의 환경 분야에서의 협력의 발전과 협력 사업 추진에 있어 ASEM의 운영적인 측면에서의 특성들은 쟁점화되어 ASEM의 환경 분야 협력의 발전과 협력 사업의 활성화를 저해하고 있다. 다중심적 협력 교류로 인한 협력 사업의구심점 분산, 후속 협력 사업들의 단절, ASEM에 대한 회원국 시민들의 낮은 인지도등은 그러한 쟁점들이라고 볼 수 있다. 또한 증가가 예상되는 초국경성 환경오염 사안도 ASEM이 대비하고 해결해야 하는 환경 분야에서의 심각한 쟁점이라고 할 수 있다. 이에 대한 해결방향으로는 환경 분야의 이슈 속성을 고려한 지역 간 협력 활성화를 위한 ASEM내 지역 간 트랙 마련, 후속사업 효과 정도에 따른 회원국들의 참여자 재정지원확대 관련 회원국들 대상의 ASEM의 협력사업 재정 지원 가이드라인 마련, 초국경성 환경오염에 대해서는 ASEM 비회원국도 참여 가능한 ASEM내 자문기구 설치, 그리고 ASEM 산하의 아시아와 유럽 각 지역 담당 홍보 기구의 설립과 운영 등으로 논의될 수 있다. 향후 유럽 국가들의 저탄소경제로의 전환이라는 주요 정책 기조에 따라 온실가스 감축 기술의 보급 및 이전이 ASEM을 통해 아시아 회원국으로 이루어질 가능성이 크다. 이에 ASEM의 환경 분야에서의 향후 협력의 발전 방향도 이에 맞추어 온실가스 감축기술의 보급과 장려, 그리고 모범 환경정책사례들의 공유를 위한 방향으로 더욱 집중적으로 이루어져야 할 것이다.

Cooperation development and cooperation activities in the environmental area in the Asia-Europe Meeting were lukewarm and broad when it comes to issue in the beginning. However, as the impacts from climate change on the ASEM’s major countries have been serious, cooperation development and cooperation activities in the area are getting concrete. But the basic operational principles of ASEM have turned into issues to be solved. And the issues are now hindering the facilitation of cooperation development and cooperation activities in the Environmental area of ASEM. Decentralized focus on the development of cooperation activities due to the Dual focus approach of ASEM, Cut-off of follow ups in sustaining cooperation activity, Low awareness of ASEM among citizens of the ASEM member states, are the very issues. On top of them, the issue of the transboundary environmental pollution forecast to be increasing in number is grave to be braced for and to be solved as well for ASEM. As the possible approaches to the issues, set up of area to area track in ASEM to facilitate area to area cooperation considering the nature of environmental issue, set up of ASEM financial aid guideline for engaged member states encouraging their engaged entities to sustain follow ups of cooperation activities, establishing a advisory body allowing non-ASEM states to consult on trans-boundary environmental issues, and set-up and managing the promotion body promoting ASEM for each region of ASEM can be discussed. It is highly expected in the future that Due to low carbon economy policy of the European Union, greenhouse gas reduction technology of the European states can be transferred and spread through ASEM. Hence, the ASEM’s Environmental Cooperation should put more focus on encouraging and spreading the technologies and sharing the environmental policies to be modelled down the road.
