북한의 경제분야 정면돌파전략에 대한 고찰

Contemplation of Economic Strategy of Breaking Through Head-on in North Korea: Focusing on the 5th Plenary meeting of Seventh Central Committee of Workers’ Party

이 글은 노동당 중앙위원회 제7기 5차 전원회의를 통해 드러난 김정은 당 위원장의정세인식과 경제위기 극복을 위한 다양한 경제정책방향을 제시한 정면돌파전략을 고찰하는데 목적이 있다. 김정은 정권은 현 정세를 ‘자력갱생 대 대북 제재’로 규정하고 있다. 이는 자력갱생으로 대북제재를 무용지물로 만들고, 대북제재를 통해 북한을 굴복시키려는 미국의 계획을 좌절시키고자 하는 의도로 보인다. 이와 같은 김정은 당 위원장의 인식과 대응전략은 5차 전원회의에서 집중적으로 논의되었다. 김정은 정권 출범 이후 개최된 역대 당 중앙위원회 전원회의들은 북한의 핵심 노선, 전략과 정책들을 토의하고 결정하는 자리로 활용되어 왔다. 특히 5차 전원회의는 2019년 2월 하노이 북미정상회담 실패 이후 조성된 대내외 정세 아래에서의 경제난 극복방향들이 구체적으로제시되어 있다는 측면에서 현재는 물론 미래의 북한 경제정책의 기조와 방향을 전망하는데 적지 않은 연구 가치가 있다. 이 글에서는 5차 전원회의에서 제시되고 강조된 주요 경제정책목표와 전략, 그리고 제도 중심으로 정면돌파전략 추진실태를 검토하고, 미래를 전망해 보고자 한다.

The North Korea continues basic adherence to accomplishment of economic development by its self-reliance against sanctions. It seems that Kim Jung Eun tries to frustrate the U.S. plan to ruin the regime’s economy. This decision is included in the 5th plenary meeting of the Seventh Central Committee of Workers’ Party, held on December 28-31th, 2019. The meeting was a multi-day event held in the final days of 2019; in the weeks and months prior to the Plenum, North Korean officials had warned of taking “a new path” if negotiations with the U.S. did not make progress by the end of 2019. The plenary meeting suggests economic strategy of breaking through head-on and also discussed about various specific economic plans. This paper is comprised of the North Korean leader’s recognition on international and domestic situation, the regime’s economic development strategy, shown in the plenary meeting, and analysis of it. And this thesis aims to overlook the future of economic strategy of breaking through head-on.
