The Political and Economic Characteristics of the Metropolitan Area Regulation Policy

신자유주의적 개혁의 결과 영국은 수도권 입지 규제들을 폐지하였다. 그러나 한국은신자유주의적 개혁에도 불구하고 수도권 입지 규제를 영국처럼 폐지하지 못했다. 본 연구는 수도권 입지 규제가 서구 국가들에서처럼 폐지되지 않고 계속해서 남아있는 한국적특성에 주목하면서 한국의 수도권 입지 규제의 정치 경제적 특성을 규명하는 것을 목적으로 한다. 이를 위해 박근혜 정부와 문재인 정부의 SK 하이닉스 수도권 입지 규제 사례를 연구 대상으로 삼았다. 그 결과, 우리는 선진국을 따라잡기 위해 첨단 산업을 육성하는차원에서 수도권의 입지를 예외적으로 허용하고 있으며, 그 과정에서 발전 국가적 역할이 나타나고 있음을 알 수 있다. 그러나 한국의 경우, 규제 폐지에 앞서 불평등 등의 문제가 여전히 남아 있다. 복지 위주의 영국과 달리, 한국은 성장 위주의 정책으로 복지에 대한 국민적 요구가 급증하였고, 삶의 질과 환경에 대한 국민의 관심이 높아졌으며, 개발 자체보다는 국토의 보전, 지속 가능한 개발 등 균형과 보전이 더욱 강조되기 시작했다. 그 결과 양극화된 경제 상황을 개선하기 위해 국가가 강력히 개입하게 되었다. 결국 한국의 수도권 입지 규제를 이해하기 위해서는 개별 정부의 이념적 성향과 정책 방향을 개개로 분석하기보다 국가의 이중적 속성과 그에 따른 입지 허용 여부를 전체적으로 검토하는 것이 요구된다.

As the result of the neo-liberal reform, the UK abolished metropolitan area regulations. However, despite the neo-liberal reform, the ROK enforces just the partial metropolitan area deregulation and did not completely abolish the regulation like the UK. The study is concerned with politically and economically identifying what characteristics the metropolitan area regulation has in the ROK by focusing on the Korean characteristics showing that the metropolitan area regulation is steadily maintained differently from western countries. Accordingly, the study considered the cases of the metropolitan area location regulation on SK Hynix in the Park Geun-hye and Moon Jae-in governments as the study subject. According to our finding, the metropolitan area deregulation is not done as the part of the neo-liberal reform but is permitted by the government from the aspect of enabling the ROK to secure priority in the competition on the advanced industry with advanced countries with the developmental state role of the government appearing during the process. The issue of inequality still remains ahead of regulation abolition in the Korean economy. Differently from the UK which is welfare-oriented, the ROK experienced the rapid increase of the national request for welfare as the side effect caused from the growth-oriented policy, the high national interest in the life quality and environment, and the beginning of the more emphasis on balance and preservation including the land preservation and the sustainable development rather than the development itself. In this context, the government was strongly involved in improving the polarized economic situation. Consequently, in order to understand the metropolitan area regulation in the ROK, it is necessary to do the overall review on the dual attributes of the government and on the relevant site permit.
