The Debate on Gender and the Care Revolution in Germany

오늘날 독일에서 진행 중인 ‘돌봄혁명’ 논의는 돌봄과 혁명의 연결을 바탕으로 독일을 경쟁사회에서 연대사회로 변화시켜 나가고자 하며, 이윤의 극대화가 아니라 인간의 필요와 돌봄을 독일사회의 중심에 놓고자 한다. 그럼으로써 인간과 인간이 서로 경쟁자로 맞서는 것이 아니라 각자의 개별적인 삶을 공동체적으로 함께 만들어나가는 세계를 지향하고자 한다. 돌봄을 매개로 한 혁명이 없이는 독일이 직면한 사회적 재생산 위기를 극복할 수 없다는 돌봄혁명 논의의 절박한 문제의식은 오늘날 대부분의 자본주의 국가에서 진행 중인 사회적 재생산 위기에 대한 대응과 관련하여 의미 있는 시사점을 던져준다. 이런 맥락에서 이 논문은 독일에서의 사회적 재생산 위기가 어떤 형태로 나타나고 있는지, 이러한 위기에 대한 대응으로 등장한 독일에서의 돌봄혁명 논의의 주요한 논점은 무엇인지에 대한 분석을 바탕으로, 돌봄혁명 논의의 심화를 위해서는 성장경제로 협소하게 이해되어 온 지금까지의 경제 개념을 넘어 새로운 경제에 대한 구상으로 나아갈 필요가 있다는 논지의 전개를 통해, 어떻게 하면 돌봄을 사회적이고 집단적으로 조직해 나갈 수 있을지, 그리고 어떻게 하면 사회적 재생산 위기를 항시적으로 내재하고 있는 현재의 자본주의 경제에 대한 대안의 모색으로 나갈 수 있을지를 탐색한다

The debate on the ‘care revolution’ in today’s Germany aims to transform the German society from a competitive society into a solidarity society, a society which, based on the revolutionization of care, does no longer focus on the maximization of profits, and rather concentrates on human needs and puts care at its center. It is oriented to create a world where humans do not face each other as competitors, but where all individuals together form a community. The urgent recognition that Germany cannot overcome the crisis of social reproduction without a caring-mediated revolution has significant implications for the response to the ongoing crisis of social reproduction in most capitalist countries today. In this context, this article analyzes, firstly, the forms in which the crisis of social reproduction in Germany appears, and secondly, the central issues of the discussion on the care revolution in Germany that emerged as a response to this crisis, and thirdly, it argues that there is a need for the intensification of the discussion on the care revolution to move beyond a conception of the economy, which is narrowly focused on economic growth, to a new conception of the economy. Based on this analysis, this study examines how to organize care socially and collectively, and explores alternatives to the current capitalist economy, in which the crisis of social reproduction is always immanent.
