마을교육공동체 활동에 대한 교육 주체 참여형 성장 분석의 가능성 탐색

Exploring the Possibility of an Analysis of the Maeul Learning Community through Participation of the Educational Agents: Focusing on the case of J Innovative Education District

본 연구의 목적은 혁신교육지구 사업의 성과를 실용주의 패러다임에 입각한 교육 주체 참여형의 방식으로 분석하는 새로운 접근방법의 실행 가능성을 탐색하는 것이다. 분석 결과, J 혁신교육지구는 사업 초기에 민·관·학 협의를 바탕으로 사업 비전을 설정하였지만, 현재의 구성원들은 이에 공감·공유하지 못하고 있는 것으로 나타났다. 또한, 민·관·학 중심의 협의체가 구성되어 있지만, 주체들의 고른 참여와 마을 단위의 실효성 있는 교육자치 구조 생성에 대한 요구가 여전히 존재하였다. 이 사업을 매개로 학교와 지역사회는 서로를 인식하기 시작한 것으로 나타났고, 지역교육에 대한 공론의 장이 보다 확대되어야 한다는 요구와, 다양한 주체들이 지속적으로 만나고, 활동하고, 성찰하는 선순환 과정에 대한 요구가 높아져 있음을 밝혀냈다. 이를 통해, 마을교육공동체를 지향하는 혁신교육지구 사업의 성과를 발전적 관점에서 분석하여 성장의 지점과 당면 과제를 발견할 수 있음을 확인하였다. 나아가 지구 활동 주체들의 집담회 과정이 공동학습의 과정이 될 수 있음을 발견하였다. 이상의 결과는 실천 현장에서 주체들이 경험하고 있는 문제와 그것들의 의미를 잘 해석하는데 기여한다. 따라서 이를 결과물 중심의 성과 평가라는 용어보다는 의미 도출을 중심에 둔 성장 분석이라는 이름으로 정리하였다.

The purpose of this study is to explore the feasibility of a new approach that analyzes the performance of Innovative Education District Projects in a pragmatic paradigm-based. To this end, the researchers developed the ‘Growth Indicator’ in 2019, and conducted a study that applied it to the A Innovative Education District in 2020. In the early stages of the project, the A Innovative Education District set a business vision based on citizen, government, and academic consultations, but the current members were not able to sympathize or share with it. In addition, although a council centered on citizen, government, and academics was formed, there was still a demand for participation of agents and creation of an effective educational autonomy structure at the village level. Through this project, it was found that the school and the local community began to recognize each other, and that there was a growing demand that the forum for public discussion on local education should be expanded and the demand that there should be a virtuous cycle process in which various agents continuously meet, act, and reflect. Through this study, it was confirmed that the achievements of the Innovative Education District Project aimed at the Maeul Learning Community can be analyzed from a developmental point of view to discover the points of growth and challenges.
