The Contribution of Innovation Activity to the Output Growth of Emerging Economies

The purpose of this research is to assess the level of economic development in the energy sector and the degree to which it influences the introduction of innovatory modernisation and the manufacture of competitive goods in Kazakhstan, using the model of public-private partnership. The growth in production of competitive goods when encouraging the introduction of innovatory technologies is a key aspect of economic science (Schumpeter, 1939). From the researched models of the innovatory development of the industrially developed countries, the appropriate direction for Kazakhstan is that under which the country is focused on stimulating pioneering work by developing an innovation infrastructure. This position can be explained by the fact that the fixed assets of the structural sectors of the national economy are in a deteriorated condition. Such factors as the restricted nature and inequality of distribution of natural resources, the endeavour of developed countries to secure their energy security, environmental restrictions on greenhouse gas emissions, among other, influence the development of the energy sector. In this connection the priority task for the state is the modernisation, restructuring and the partial introduction of specific innovatory projects in specific sectors. For example, investments in priority sectors of the economy will be provided through direct budget financing private foreign and domestic investments, including investments of national companies. The innovatory development of sectors in the national economy, improvement of technologies and the structures for trade policy, an increase in the quality and improvement of the population’s living conditions is impossible without expanding the use of electricity, which will strengthen the demands for environmental safety in the manufacture of goods.
