Improvement Plan of Korea's Free Economic Zone System Regime : A Study on Administrative System

Purpose: After Korea's Free Economic Zone System Regime at the 2003, there are many debates about upgrading free economic zone system and supporting systems. But, there are still not enough results until 2013. This study investigates that the new korea's free economic zone system is the one of main korea's new economic development policy at the 21th century. Thus, this paper researches to view the weakness of the past ten years of free economics zone so that korea can expand free economic zone regimes to expand. Research design, data, and methodology: There are many countries that Free Economic Zone is considered as a economic special zone. By reviewing the previous research models, this paper is upgrading recent data and materials from the Center of Free Economic Zones until 2013. At chapter 2, by reviewing the purposes and types of economic special zone, the Free Economic Zone System Regime is why needed. At chapter 3, the Free Economic Zone System Regime is main purposes and analysis of current data. At chapter 4, there are reviews of the first planning of Free Economics Zone System. At chapter 5, the management of committee of Free Economics Zone System has been reviewed and suggests various policies. At chapter 6, S. Korea is needed why Free Economics Zone System and suggests various policies to be reviewed. Results: The results of this research are as follows: The weak managements of Free Economics Zone System is reviewed by weak investment, delay of development, foreigner's living facilities, benefits of foreign investments, the control tower's policy making decision process, fast process of legal requirements and supporting. independence of Economics Free Zone, Conclusion: The results of this research show that the local government do not have legal rights of Free Economic Zone's deregulation and investment industries.
